That isn't true. For any live broadcast you need TV Licence. Its on the TV licence website

TVCatchup(the site) is poorly named IMO, since Its not a catchup site. I have seen a member banned from TV Catchup forums for boasting he/she never had a tv licence and they do advise you to make sure you have one when you sign up(If i remember correctly)
