I think a farmer owns it, once sent police down because we had the dogs (even though they were on leads) and he was worried we would let them loose around his animals, this was down near Rishton waterfalls. I would imagine best place for a BBQ around there is that small island in the river, between the waterfalls & the M65 underpass.
Even there it probably isn`t a good idea, in this weather it`s very easy to accidentally start a grass fire.
