Slightly confused with your question but to answer what I think you are asking I need to elaborate on my original posting.

The extent of the use of other peoples votes suggests to me that a large number of the community knew what was going on. Did any of them complain? I see an analogy in that situation with a current issue in Belfast. ie: domination of the many by the few.

If this had been happening in Peel Ward to that extent I am sure I would have known about it and of course drawn it to the attention of the appropriate authority.

My view centres around the amount of votes involved and as I consider it a community matter I would make the community relinquish the right to vote at the next election.

Nothing at all to do with a racial issue.
