An IP is assigned to the internet connection and not to the computer.. for example all the computers in one building at blackburn college can have the same IP address.. All the computers in an office building can have the same IP (this is the IP that can be recorden and not the local network)
Also for most individuals you get a new IP everytime you log onto the internet... if you block a range that would effect that user then you could be blocking all AOL or all BT users.
Also.. I can change my IP address every 5 minutes with an *anon* proxy.
So I am afraid IP address arn't much use to stop people unless they have a static IP .. some companies do.. I have a static IP but I have to pay extra for it and very few providors give them as standard... Demon used to in the early days...
You stop them by kicking them off.. they have to go get a new email and sign up again and you kick them off agian until they get bored of it.. that is the only way to stop someone who is persistant..
