Even in winter, when it's not frosty, hanging baskets need watering everyday.
It isn't just a wait for the bulbs to come through, all the ivy is dead as well.
In Westminster and Chelsea the Council provided winter and summer hanging baskets, they also provide a little man who comes round and waters them.
