******UPDATE******

After still not getting anywhere with HBC and now the new owners Hyndburn Homes / Contour i got intouch with Enviromental Health on Monday. They have issued a warning against the above and got a phone call late last night to say a building inspector is "supposedly" coming around on Monday.
I also got hold of a local councillor and told him about the problems, he is coming around today to have a look as well.
