The clue is it was first published in 1800 and something and its a speciality weekly paper that is quoted quite often in newspapers and magazines. There is not a week without it being quoted in a paper somewhere in the world.

Cant be the oldest then as the Worcester one was produced from 1709
edit - Plus for some unknown reason I was working on the oldest SURVIVING paper, don't know where I got that from
