So the Welsh can have one and the Scots can have one but the English can't have one because it would be devastating for the Scottish economy?

Maybe the Scots should have considered that before they wanted their own then!

Actually I may have misunderstood this so if I have I'm willing to stand corrected but isn't it a complete break, dissilution of the Act of Union type thingy that would devastate the Scottish economy? Surely we'd still have Westminster for the lot of us as a whole but a nice little English assembly as well? Maybe the cost of that would be devastating for the English economy!
