Isn't it amazing how we all know more about what goes on in a situation that the people who actually conduct the investigation?
I don't suppose Ellie's parents believed they were leaving their child where she would be on her own with a dangerous dog - but then again I don't know either. They might have said, "well it won't do it again will it?"
