Who would enforce dog licences and how would they do it? You rarely see a policeman on foot these days but, if you did, would he have time/be bothered to ask to see your licence if you were out with your dog? Would you be required to produce it at a police station within 7 days?
Dog wardens could do it, at a pinch, but when did you last see one of them? I've seen dogs out wandering the streets in some areas, often packs of them, but I've never seen anyone round them up.
It would be the same story as in the days when we did have dog licences. The good, responsible owners would buy them and renew them. The irresponsible ones just wouldn't bother.
