Whilst many teenagers do drink underage, they dont all hang around outside shops shouting abuse at people. I used to go out with my slightly older friend down blackburn and never had any problems.
What do people expect 14-17yr olds to do exactly for a social life? The cinema and bowling are two options I can think of in accrington but both are really expensive and dont last very long.
In Lancaster I saw the police do 'checks' on shops, asking staff if they had any problems, any one trying to get served for alcohol without ID etc. If I remember rightly they even recorded it on a survey type sheet. This particular shop was an off licence... in lancaster though many shops have the Over 25 policy rather than 21, and they're very strict on ID.
I haven't seen any drunken kids in Lancaster yet but I have heard there are areas where its a problem. I think the problem is just the lack of things to do though.
Obviously this view is from someone who is still a teenager so views will differ from mine.
