You can buy PVC restorer from places like Home and Bargain. it works OK.

If its ground in crap you could try some T cut ( mild abrasive) but you would need to put a good polish on afterwards to seal it or they would get dirty very quickly. YOu should test this on an inconspicuous part first. It worked OK on one of mine but YMMV
