I had also noticed the recent increase in graffiti, a friend have mine has a relative whos Motorhome was "tagged" £400 repair bill.
Graffiti never seems to get removed, i know several places where "friends" (i use the term loosely as i hardly speak to them anymore and didnt like them that much in the first place) tagged in 2005, and the graffiti is still there now.
As for the subject of if graffiti is art are not that that totally depends on where it is and what it is, in my opinion anything sprayed on public or private property without permission is vandalism, however i must admit a few of banksys peices really impressed me. Aslong as its done with permission, isnt racist sexist or offensice in any other way and is more creative than "scott woz ere buzzin 2k8" then yeah it could be nominated as being art.

And just to make a point that not everyone on here is how you imagined, i'm 21 and VERY into hip-hop music. I would also regard myself as being fairly in touch with the youth of today (but truth be told i think the majority of them are a complete waste of space
