HAHA i was right about blackburn road relaying surface..
got a letter through the post

it will be necessary to remove the defective road surfacing material and lay a new surface. test have shown surfacing materials which were originally laid did not meet specification. the works will be undertaken at the expense of the materials supplier. work is set to commence on 18 january
traffic controls will be set up similar to the original works
