TBH it depends if your talking about a car modified by a chavvy boy racer or a car modified by a proper enthusiast.
I have been in cars with both types, where a chavvy boy racer will rag the car to within an inch of its life and change gear about 2rpm before the redline and assume that quick in quick out is the best policy a car enthuisiast will understand where the torque curve of his car is and be much more aware of all the things his car is doing ie: understanding the road condition, understanding where the limits of grip are.
And as for modifications, i genuinley believe the first mods on any car with performance in mind should be to uprate the tyres, brakes and suspension, as the old saying goes POWER IS NOTHING WITHOUT CONTROL.
