Take it from someone whos worked behind a bar for going on 10 years. You can't always tell. Most of these kids know what they are doing and dont act like their age. I certainly didnt when I was going clubbing at that age.
Luckily I have 2 younger brothers so I recognized a lot of the underage ones from being in my brothers years at school, and when it came in i ALWAYS used Challenge 21.
