No idea Neil .. not privy to the schedule of works, just pointing out that this was the estimated time it would take before the project started .... not delayed (as yet LOL).

Don't be daft Jaysay, this is why we have councillors, the engineers and planners do all the work first and their professional reports are put forward to our representatives whether to go ahead or not ... same in politics at all levels...
