Did dispute this Margaret ...so thought I would ask this question from the horse's mouth. This is the reply I received:-
Dear Ms *****
Civil enforcement officers do not carry cards which enable them to enter
homes. I believe this may have been mixed up with officers that the
government are looking to employ in the future to enter peoples homes to
assess them for council tax etc.
