what about trying the razor comb when he is in the bath ? Not sure if it works the same as dry hair though.
My daughter was the same when she was little, problem with thick hair is that it tends to get knotty and hurts. She eventually grew out of it by applying loads of conditioner and brushing it before she got out of the bath. Nowadays she pesters to go the hairdressers
