Sounds rather like Police are over stepping their mark here ! Making "recommendations", but inferring that if the "recommendations" aren't followed they will apply force to get them implemented ! Nazi Germany, Russia under Communism & East German Stasi spring to mind here. When did UK become a Police state ?

I would imagine in the very near future there will be a reaffirmation of these "guidelines" as the Police make a rapid climb down due to Public & If they don't want to miss a trick "Political" outrage.
