The council don't 'let' them foul the pavements, they're just buggers to catch in the act. If you can photograph one man and his dog availing itself of its propinquity and find out who they are then you're laughing but it's not that easy.

As far as mini-motos are concerned, the same thing applies. Report things like that to the police with a good description of who and what you saw and when it took place. You need a licence to drive one and most kids don't bother with that sort of paperwork.

I'll say the same thing to you as I say to everyone else who has a gripe - don't moan about it, do something positive to remedy it.
