Confusing I know but such is politics! Politically (especially after the chaos last year) this is something that Local Authorities might choose to do because it is an issue that would draw heavy public criticism if not administered effectively.

Ken could be right in one way, but I don't know whether it applies, HBC may have a sub contract to do a certain amount of road works on licence but I don't know just what the situation is now. I do know that this was in place a few years ago, then county took full control again, now whether there is something in place now I don't know
