I think most of these domes are constructed of fibre glass, but still a fairly large mass screwed/bolted to a built up felt flat roof probably with a decking of stramite board that is not designed to take that sort of load, think of the wind blowing against the dome, trying to rip it off its mountings......then again they may have used "wood screws" to fasten it down, designed to fly off in a strong wind to prevent damage to the roof of the "tank room"
