What I do not quite understand is this bit :
(i) That delegated authority is given to the Chief Planning and Transportation Officer or

Think that the facility for delegated authority has always been in place, if there is no objection to the application the Chief Planning Officer can approve, more power to the officers, open to comments such as Tealeaf's post
