^ Bob's right - looks like Goss. Similar items were made by carlton ware, shelley and arcadian factories.
They were made as souvenirs mainly for tourist towns, but also later as collectors pieces for pretty much anything with a coat of arms (towns, familes and institutions). The rarest and most expensive ones are 'matching crests', where the crest matches the object (eg - a london crest on big ben, or a blackpool crest on the blackpool tower).
I saw one of a battle ship (looked strange crafted in china) with the clayton coat of arms on ebay a few weeks back. So there may be some for the other hyndburn towns floating around too.
