You wouldn't get a Lap Dance club opposite The Houses of Parliament now would you? Similar establishments are close enough for the MP's to get there on foot after a hard days slog though, i'm sure, or at most a short taxi ride away...

The lack of "Class" in general in Accrington is painful to see though, so I know what you mean -poverty of aspirations (Not my words of course!
) - it's a very diffuse and catching disease.
