Its just a money making scam, I wont have been the first or the last to be stung, but im contesting it every step of the way.

I think Wallop is contesting against the council, you cannot ignore these as they will start to increase in price.
I'm not 100% but sometime you can be better to pay fines under protest to stop any additional costs and then you can just argue the original fine. (this is only for genuine fines not like Excel who just prey on the ill informed).
