i knew you would know, M.G.C. Machine Gun Corps ? yes ?

If man on left has a medal ribbon on chest , is it safe to assume the photo was taken after war time ?

No men wore their medal ribbons as soon as they were issued, although they might not get the actual medal until some time later, Seveal local men had the medal presented to them by the Mayor of Accrington, quite some time after they earned it.
Quite a number of men (regulars) had won the M.M. before Christmas 1914. Men were not allowed to wear uniform after being discharged.

The one on the left is George Gilbert Porter don't know who the other guy is the women are definately not related though
