The second photo is a casting but its not a sump plug, the hole in the middle is threaded to take the end of a 4" rod.

The 2 raised rectangular sections on Pic 2 suggest they are for tightening the device down, but threaded for a 4" rod?
If it was 4" BSP thread i would think it was for a fire hydrant connection or similar, think you have got me on this one Retlaw - another clue perhapse - plesae, pretty please with cream and sugar

We didn't have threaded connections to fire hydrants, ours were snap in quick release.
The hole in the middle is threaded 3/16ths Whit, to take a rod 4" long.

The whole object is only 1-1/4" diam, threaded B.S.F.

I keep returning to a valve of some type, 3/16" D operating lever to move the valve head from position to position - steam valve? - perhaps to pressurise and then release the pressure to a cylinder.
Hey Retlaw, it is many moons since i had anything to do with mechamical devices, except the ones that discharged things from a rifled tube. Stumped so far on this one, but might have a better idea if i could make out all the lettering:-)
