This chap wants stopping before he kills somebody Reg number S163 SAH

Thats the third time I've seen him either go through a red light or do wheelies all along Blackburn rod from Church to Willows lane swerving about the road.

The quality is not very good due to downsizing 50% to get it uploaded.
