Report them to your local council.......they have an officer who deals with that.

Think you need to get on to enviromental health department, they should send someone out to measure noise levels and decide if any action can be taken.

If the Landlord isn't interested then Hyndburn council together with Blackburn and Darwen council have a night time noise service. You need to complain to the environmental department and keep a record of all incidents. If there are any incidents on a Friday or Saturday night between 8pm and 3am you can give them a ring and an officer will come round to your house. We all have a right to live in peace.:)

BBC - Action Network - How to deal with nuisance neighbours
This link might be useful to you.

I have lived in eleven different houses. I know what torment bad neighbours can be. On my last move I sold my (owned) terraced house because I had bad neighbours on both sides. I was so desperate to move that I sold it for much less than its value, but could do that because I had been offered a council tenancy on medical grounds.

I have 'let lucky' and now live where the SILENCE took some getting used to. -it is really wonderful to have peace and quiet. Now that I have found how wonderful that is I would fight tooth and nail to keep it this way.

It isn't fair when people lose money on selling their home probably because of noisy neighbours, just glad that you now have the peace that everyone deserves:(

Re: nuisance neighbours

Wish I had listened a little harder to the radio at lunch, were discussing this very subject with a couple who lived next door to someone who had six dogs and constant barking. The council gave them some sort of sound recorder for evidence.. problem was, she had just had a baby and difficult when she was feeding, etc. The council spokesman said was extremely difficult with animals .. not like confiscating someone's music system.

Not sure if you can hear these programmes again on the BBC site or not .. was the Jeremy Vine slot, but someone else covering. Suppose they need some sort of hard evidence and sound recordings were the only way.

Just seen yer last post Kath .. that's good news, eh.. specially with baby on the way .. will post anyway .. might be of help to someone in future. :Banane04:

I send you all my sympathy Mez. Losing sleep can make us oldies feel 'off' for several days, and in your case it happens every 7, so it impacts your life in a way that they don't realise.(or perhaps don't care about)

There is no way of avoiding noise nuisance totally unless you move to a hut on the moors :D or are rich enough to buy a retirement home in a gated old persons community

I thought I was blessed to live on the very edge of town, away from traffic, and have reasonably quiet neighbours, but last night I was disturbed at 2 am and again at 3 am by small groups of young people walking past laughing and talking loudly. I am used to total night silence so any noise wakes me. I need to look out to check that there has not been arson on the allotments (usually happens at least once a year)
They were not drunk and carrying bottles, as used to be the case only a couple of years ago, so the police seem to have gained some control of young anti social behavour around here. There must have been a party nearby and they were taking a shortcut home across the field and the allotment paths. So some poor soul living next door to a party got it much worse than me :)

The result for me is that I am not having a day out at the coast as planned. So just a little thoughtlessnes on their part has spoilt my day a little, - but my little disturbance is 'small fry' compared with yours

It would be lovely if people were more considerate and less selfish.

Shame your not in this country. I would be suggesting after reading this thread to the end parking your car sideways too only on his flower bed, and the dog crap would be picked up and smeared all over his windows.

I rent my home from a private landlord too but I also pay damn good moiney for it and wouldnt take no crap from no neighbours, I am as good as the next person and if my neighbours want to act like animals even though they own their own home, then I would be treating them like so..

Loz 30-05-2008 14:45

Re: nuisance neighbours

I have had a problem with a noisy neighbour for a couple of years now.
I complained to the council and was told to keep a log of every disturbance, times etc.. and logged about five of them at the council,i also called the police 3 times and they said they would send somebody to fit a decibel meter but nobody ever came despite numerous phone calls.
I tried talking to him which was useless, ended up in a big argument with him and his girlfriend who hit me!
He is still here and has calmed down somewhat but it is still a problem from time to time.
Ironically he works for the enviromental health department at the council so i'm probably onto a loser anyway!

churchman phil 30-05-2008 17:42

Re: nuisance neighbours

Have you tried recording him? If it works you could always report him to his bosses via a letter telling them you have taped evidence. If you log each occasion with the police too you could build up a case against him.

You wouldn't be saying that if you'd have lived in the block of flats where I live, the drunken prat who had an upstairs flat made our lives a misery for 18 months, until he final did a runner before he was kicked out. Its no fun drunks shouting a bawling at 3 and 4 o'clock in a morning virtually every night:mad:

i don't disagree with that, but some people have various ideas to what is loud music. I used to have a neighbor that moaned at me for music and outside the house you couldn't hear it and likely you could perhaps hear it a little through the walls, incident;y he was drunk every time he complained

I don't condone playing loud music and being an ass to all hours of the morning

I often have a few drinks with a few friends and we are drinking till perhaps 3 or 4 in the morning and playing music too, but i have the good sense to keep it down to under low conversation level of sound, you would only be able to hear it if you had a glass to the wall, or perhaps a directional microphone. But it is my experience that some people complain because they still see the light on.

Then again i wouldn't live in a block of flats, certainly not after my experience in that apartment on scaitliffe street.

Unfortunately some people have no choice, besides I've live in my present flat for 20 years with no problems until that prat moved in, and most of the disturbance was outside his flat for everybody to here

Re: nuisance neighbours

the guy was obviously an idiot. Living in flats you would have to have even more consideration for others than you would in a house

How many flats is there in the block? Do you hear when people are walking above you?. The place on scaitliffe street was really bad for that, you would think 100 people where jumping up and down

For flat dwellers the use of headphones should be a condition of the tenancy - also carpets with thick underlay, as opposed to that 'trendy' artificial floorboard stuff.

Landlords could reduce the tenant turnover rate if they took sound nuisance more seriously by sound insulating communal stairwells. The bare brick and concrete look amplifies any sound. There are such things as rubber flooring and acoustic wall tiles which would absorb sound in those areas.

PS I have a neighbour who talks to himself, loudly, and stomps up and down the stairwell in boots at all hours of the night. When his door slams, my bed shakes.

How many flats is there in the block? Do you hear when people are walking above you?. The place on scaitliffe street was really bad for that, you would think 100 people where jumping up and down

There's only 4 in our block, the flat above has just been re-let, I never heard the previous tenant, was in when I moved in my place 20 years ago, the new tenant is a youngish girl (well younger than me:D) can't say I hear her either, she had a party the other week but the noise was quite acceptable

The chap who lived above me Margaret was as deaf as a post, so noise was never a problem, but when he died an I knew other people would be moving in, I decided to get some headphones, in fact I asked entwisi to recommend the best ones which he did, I now use them if I watch TV late at night or early morning

Now how's this for the ideal solution, the Council gets all its deadbeats, lowlifes & asboists, then packs them all in together in a social housing block of flats in a run down area where they won't bother anyone else & then leave them to it. Gets my vote :D

They did - it's called Within Grove estate.
Since the council's housing stock was passed to a housing association that policy has gone out the window and everybody gets some of 'them/its'(half humans) nearby, and no-one wants to move to Within Grove -hence half the houses are boarded up.

I've got problems with my next door neighbor. Its an 87 year old lady with mega loud TV due to deafness but she lives with her carer (son) and he is very unreasonable. When I first moved in I wanted to befriend them and my other next door neighbor is a really good friend. He was reasonable at first when I approached him about the noise and it would go down for a while then creep back up again. He also plays loud music at all hours when he's on a drinking session after winning at the bookies or just received his benefits. I've heard his mother sobbing loudly as he shouted at her using very inappropriate language. This is a dysfunctional relationship and I think there should be more careful consideration given when allowing people to become carers for their relatives. They are not always suitable.

I've been going through the process of logging the disturbances but its really erratic and varies by the week. I feel for anyone who has noisy neighbors.

PS you can call the night time team during the evenings this week as there is an extra service for a limited time

You really need to get this down on a voice recorder or something similar to prove what is going on. It must be a nightmare for you but your mention of an elderly lady going through this is totally unnaceptable.
