Don't think it's boats Gayle, I've done a little bit of sailing & never come across anything like this. Also it appears to wind in when the straps are pulled but with only about 3-4ft of movement plus its small size, I was thinking maybe some form of Harness, no doubt the Horsey types will have a better idea & correct me & my assumptions.

Or maybe it's a subtle joke perpetrated by someone's great grandfather !!

So far everyone I have asked, have been unable to identify it, so I have decided to send it to everybody in my address list.

I think that it is probably fairly old (possibly approaching 100 years)

The frame is steel, painted black.

The two handle are made from hard wood and when rotated wind in the tapes which pass through slots in the black frame at either end.

There is a metal “D” ring on the end of each tape.

There is also a stopper fixed to the centre of the base, which can be lifted up, to stop the handles from rotating

Could be some form of tensioning device, the bar then locks it in place. Are there any holes in the metal support for fixing to another object.

I suspect it is a LazyKate-
In spinning, a lazy kate is a device used to hold one or more spools or bobbins in place while the yarn on them is manipulated. Typically, a lazy kate consists of multiple rods and come with bobbins that fit onto them. Tensioned lazy kates have a band that loops over the bobbins to prevent the spools from spinning freely. Lazy kates are used to ply yarn

quite a lot of you think its to do with spinning or weaving etc ... why not email a copy to helmshore textile museum .. they might be able to help ....

If it's for winding yarn etc. then surely the 'handles' would be easily removable - are they ?

It is nothing to do with horses. Not that i know of anyway. Showed it to my horse riding companion and she has never seen anything like it regarding horses either. :D
