Hi Black December, no it was not a guess entirely, I remember seeing Constantine in later years, and I thought the photo reminded me of him. I realise now that whoever he is, and looking at that photo, he was not the Mayor of Accrington because the fob on the chain is not big enough. You say the photo was taken by Moffitt so it is likely he could be somebody local, Chairman, maybe of Church or Clayton Urban Councils.
