They're not allowed to punish them, that's the problem. 2 days suspension will feel more like a reward to a kid who doesn't want to be in school anyway. Those who play truant get rewarded when they do attend school but the ones who are there all the time are just taken for granted. At least Moorhead rewards 100% attendance with trips to the bowling alley or something similar. Sadly a child who has been ill misses out just as much as one who absconds which is labelling them with the same brush when they don't deserve it.

How to punish a child and not fall foul of the law needs addressing, if this problem can be solved and punishment means something, it may bring about a change in the behaviour and attitude of children.
