Taxi Licence - Give them to Anyone

I am perplexed to read in this weeks observer (page 5) that convicted Zaheer Arshad managed to aquire a private Hire Licence despite according to the observer.

I personalyy think this is incredible, and IMHO reckon he is one of the 'stats' that have been banded about regarding fake driving licences' and test drivers!

How else could this guy have aptitude?
