I think he's saying The Great Fire of Ossy was not an insurance job.

Regardless of whether the owner will collect any buildings insurance, the land is now a 'brownfield' site and can be developed. The land has increased in value following this fire.

I can't see land in Ossy being worth much - brownfield or greenfield. It should make a good gypo site, though.

The site of Three Brooks Mill has been used for housing.
Barratts tried to develop the Stanhill pickle factory site and failed(due to local residents opposition).

There is no reason to think that this site will not be attracting some interest from property developers.

The buggars obviously know a good place when they see it.

Anyway, we can't cope anymore so we've arranged an overspill site up Ryddings St.

If this one got GCSE English then I take it all back, they are making the exams easier these days, (or maybe he/she left the garage and is now a Teacher?).
