As for 5 bays, there are only 3 houses facing that bay, the car that had its tyre done was not parked in any of those bays, but at the top of Timber St, where it meets up with Hill St.

If it is a Motability car then the disabled person can nominate another person to drive it - they don't even have to be in the car. That was the ruling when I did a short term job in that particular section of DHSS.
If it is just a Blue Badge then it can only be parked in a disabled parking slot to drop off/pick up the disabled person.
