Councils may even get into the situation where they offered relocation packages to encourage businesses to migrate to their area...taking with them jobs and services.
There needs to be someone with some real interest and skills in bringing business into the area...this will not only bring in revenue in the way of business rates, but JOBS.......which will bring revenue into the borough.
People in work usually have more spending power. They contribute to the local economy.

Or is this view much too simplistic for those who have the power in HBC to grasp?

they already did thats why theres no big names in accrington other places treated them better and those that could tolerate working with the council got swept away to whitebirk retail park despite building a big arndale center for them to move in to

its as though back then the council despised accrington and deliberately set about screwing it up

maybe 2 decades later and new people in power the opportunity might be taken to draw companies back into town
