Insane?
 

An MP was being shown round an institute for the insane.

"How do you determine who should be in this place?" He asked.

"Oh that's easy," said the doctor. "We take them to a bath full of water then we give them a bucket, a shovel and a teaspoon and tell them to empty the bath."

"Ah, I see," said the MP. "And a sane person would, of course, use the bucket."

"No," said the doctor. "A sane person would pull the plug out. Would you like a bed near the window?"
