Has anything changed though? Are the same people not badly filling in the same holes? LCC marked some raised flags outside our house then came to rebed them. After they had finished the path was worse than before they had started. One they tried to rebed is just as raised up but, now cracked into several bits. I agree that HBC did not do a good job but I have always blamed the management for letting their people get away with shoddy work.

Should I be blaming the elected Councillors for not sorting out the management within HBC?
