Accy town hall entrance figure?

Hello, over the top of the entranceway into Accrington town hall (as if coming from Blockbusters side) there is a bust of a woman with a helmet on.

Does anyone know who this is supposed to be?

English Heritage listing just calls it a figured keystone. Probably not meant to be anyone in particular but if we're talking Greek/Roman mythology the helmet signifies Athena/Minerva.

Probably some generic depiction of Britannia I would've thought.

accrington has some brilliant architecture when you look up.the toen hall and marketplace are undervalued .
