Mythological beasts, acanthus leaves, vines and what looks like hibiscus flowers adorn this building.

one coconut for the location. PLUS I will give TWO COCONUTS for the name of the Architect and the date of construction. I'm too generous, I know.

Hee-hee-hee (laughs maniacally and twirls mustachio's) I knew this one would get you all going.

What you are looking at is part of a terra-cotta frieze. Despite the colour of the photo, it is in actuality a light buff colour, which contrasts sharply with the red brickwork within which it is set. It is mid to late victorian in date, which accounts for the slightly odd mishmash of elements.
