Probably Blackburn Registry Office would be the best place to start

Re: Wills?

I used to check the indexes at Colne Library and then order a copy of the will from the relevant place. I don't know if Colne still have all the indexes there (Why they were ever sent to Colne in the first place I don't know) but it would be worth giving them a ring to find out if they still have them or if they have gone back to preston.

My Son worked for DHSS War Pensions at one time and had to go to Colne, to what he said was an enormous documents storage facility, and he thought it was not just military records.

Re: Wills?

That's right it was down in the cellar a huge collection but I think Colne Library has just been refurbished so they may have been moved.

Re: Wills?

Just a quick update - the Index of wills and administrations are now on the ancestry website so you can search for a will between 1861 - 1941 on that site.
You have to be a full member for access but this facility is free in all your local libraries

Happy Hunting
