The council can certainly be blamed for some of it. Willows Lane and Ormerod Street are at their worst often on "bin day" when the wheelie bins are emptied and most of the contents of at least one ends up down either Ormerod Street or Willows Lane or sometimes both. A great deal of it ends up in my front garden as it blows over the higher garden next door and then comes to a halt against my wall. The council refuse to remove it because it is on my property and consequently becomes my responsibility. That doesn't stop me ringing up to complain about the mess in the street though. A couple of weeks ago they had even dropped a pile (including a rotting chicken carcass) outside the backyard of an empty house. It is obviously bin contents and not general dropped litter like crisp packets etc.

How about video the action and ask the Coucil to fine the bin men £50 each for littering.

I don't think you will, it'll just say it's their responsibility. They used to get rated on how many complaints they recieved but I dont think they even do that anymore.

Why a litter warden? We have quite a few hard working and whenever I have spoken to them friendly guy's that go round the streets with their little barrows cleaning up other peoples sh*t.
How many times have we seen at the same time as they are sweeping some ignorant sod dropping rubbish just where they have cleaned up?
These guys are on the street already, give them the powers and let the funds from a fine work as a bonus, at least people wouldn't make their job as frustrating if they thought they ran the risk of an on the spot fine from the bloke working against the tide of ever increasing litter.
