I think Asian barbers usually do. I know the one near the bottom of Willows Lane did a few years ago but it isn't something I'm personally aquainted with.

I saw a guy in the asian barbers towards the bottom of Ormerod Street shaving a guy with one just last week

Don't forget they will not be sterilized after use. If the previous customer is HIV+ or has hepatitis or some other nasty it could be passed on through cuts. It is a bad idea to share any body else razor.
