Technically, it's criminal damage. You'd be hard-pushed to find anyone in the police who would prosecute, though - given their own experience of the issue.

I'd call 999 and let the police deal with it. They have stated on several police facebook pages they will come out and deal with it.

A week ago my daughter with her 3 kiddies were in Bury centre,she was picking one of em up, when a stranger started Fing @ Blinding in front of em, a guy walking past, asked him to tone it down, as he was frightening the kids, The guy then hit this fella,breaking his glasses n cutting his face, others present called the police, who arrested the guy in McDonalds across the road, my daughter left her name address, telephone number with the police, and was told they would contact her later that evening, this was a week ago yesterday, still no contact, so that advice is pretty worthless Neil, its correct but worthless, unless yer very lucky,

Would the police consider it an emergency? I can't see them turning up in a hurry with lights flashing.

I phoned to report a neighbour's burglar alarm going off about a week ago. They requested that I hang up, go out to look through the windows and call back if I see see anything suspicious.
It's my opinion that the police are so wrapped up in paperwork and meeting targets set by politicians with no grip on reality, that the basic act of policing is something we need to do ourselves. A sig on the land rover forum just about sums it up: "If you are a victim of crime anywhere in this country, you are in it alone and undefended. Call for the Police, call for a home delivery pizza - see which arrives first."

i was threatened while out for a walk with my neighbour about taking photos i didnt ring the police till i got back home ... the next day a police officer was at my door wanting to know all the details and description etc etc .. they contacted my neighbour that night after she got home from work about the details. This was easter sunday. Last week i got a phone call from lancashire police to give me an update and to ask if i was satisfied with the service i had from them.

Chances are you'd be arrested for criminal damage,then released without charge after you'd proved
your reason for smashing it was justified (dog was clearly distressed) and you thought its life was at risk.
Probably best to test that your furry-full of teeth friend isn't going to bite your ass after you open the car.
If possible,grab witness details too just to be safe (I know that's a job for the police,but that's the world we live in nowadays).

If you come across this, take lots of photos with your phone, get witnesses and video the dog in distress.
Call the police and ask them how soon they can attend, if they cannot get there within minutes then advise them what you are going to do because you feel that the dog is in great distress. It only takes 15-20 minutes to kill a dog in a hot car.
Pick the cheapest looking window to smash, this may in fact be the windscreen as most cars have windscreen insurance.
Big rock, rescue dog. Job well done.
When owner returns get as much evidence about them as you can, name, photo, their replies etc. Then pass it onto the police & RSPCA to prosecute them.
Before the police do turn up scarper.
If my dog is with me I cannot go into a shop unless it too can. If I have to wait outside then we both wait outside the car.
Simples.

If you look up on the internet you will find cases where people have been prosecuted for animal cruelty for leaving dogs in cars and hot days with no ventilation. There was also a case a couple of years ago where a dog died in an unventilated car. The law gives protection to anyone entering a property including a vehicle to save a human life. ie Breaking a window to rescue a child in a car on a hot day. If you came across an animal in the same circumstances maybe it would be best to call the Police or the RSPCA
