First stop should be the Council. That will tell you if it's owned by them, if not then they may know who owns it.
Then speak to Prospects Foundation (based at Scaitcliffe House but not part of the Council), they'll probably be able to give you some guidance as well. Plus, if it turns out that it can be used as a small community garden they'll probably be able to help you organise it.
