how do you find out who owns a piece of land..

there is a small area of land near where I live in clayton that is fenced off & locked up - it hasnt been touched in years and is all over grown with weeds etc, - I see it as a complete waste of land & would make a lovely communal garden for residents or an area for kids to play...
there are no 'danger keep out signs' so the land cannot be sinking or have any waste dumped on it...
where do I start on finding out who owns it ??
all help welcomed.

First stop should be the Council. That will tell you if it's owned by them, if not then they may know who owns it.

Then speak to Prospects Foundation (based at Scaitcliffe House but not part of the Council), they'll probably be able to give you some guidance as well. Plus, if it turns out that it can be used as a small community garden they'll probably be able to help you organise it.
