Anybody remind me who the comedian was who used to do the Fred Elliot thing, saying "I say" and repeating what he just said, if that makes sense! been bugging me all day!

Don't know about a comedian,but did the cartoon character Foghorn Leghorn not do the same?And wasn't he before Al Read ?
