Ok here's your answer,

A traveler was walking down a path and ran into a wise man. The traveler told the wise man he had just been in the city to the south and was moving to the city to the north. He then asked the wise man to tell him about the city to the north. The wise man asked the traveler to first describe the city to the south. The traveler said that it was full of selfish fools.
