How can working for the council not be a proper job? How would things be without council services? Many organisations have positions which are more or less useful than others but usually even the jobs that are looked down on as the menial jobs are actually vital to a company. I've seen this highlighted many times, for example cleaners may be doing a job that lots of people wouldn't want to do but their job is actually hugely important to morale in the workplace which in turn affects overall productivity of workers. This can easily be turned on its head in reference to managers who seem to just pull the strings and not do any of the dirty work, but actually managers in most jobs have to accept overall responsibility for failings when the 'ordinary' workers can just fulfil their job as directed by the manager and not worry too much about whether it ultimately meets the targets that the manager is expected to meet.
I don't believe that there are any easy jobs for the council or jobs that aren't 'proper jobs'
